A few years ago now, we officially entered the digital era, characterised by the presence of new technologies in our everyday lives. Technology is at our service and assists us to simplify activities and tasks that once took a great deal of time and energy. Consider, for example, the simplicity with which we can now communicate with someone the other side of the world: an internet connection, PC or smartphone and geographic and time limits are easily overcome.

But the application of technologies in everyday life also has consequences in terms of saving time, resources and energy.

Consider the long queues to deal with administrative aspects: thanks, for example, to the Digital identity, citizens can now easily and securely gain on-line access to information, proceedings, files and all other tools made available by the public administration or private individuals.

Another tool that benefits the citizen in terms of saving time and money is the certified e-mail, the service by which e-mails can be sent with legal value.

So it's goodbye to everlasting queues, irritating waits, tiring procedures and mislaid applications, in just a few clicks, letters and messages can be sent to the addressee and, very quickly, receipts received certifying that the message has indeed been sent and received.

But let's take a closer look at what is involved and what services are now offered by Telecom Italia in this respect

Certified e-mail: why and for whom?

Certified e-mail is a service intended for anyone: businesses of all sizes or private individuals needing to send or receive personal or professional certified e-mails. The exchange of messages by means of certified e-mail is regulated by Italian law, which has assigned certified e-mail the same legal value as a letter sent recorded delivery with advice of receipt.

Certified e-mail receipts are, in fact, legal proof of the transfer of messages and their attachments, certifying that the messages to which they refer have been dispatched, delivered, not altered and bear a date and time of each stage in the dispatch process. If it should be impossible to acquire or deliver the message, the certified e-mail sends its users special receipts, informing them of the failure to make the communication.

Data relating to the transmission and delivery of messages, or failure to deliver, is kept for 30 months and again constitute proof for legal purposes.

The service also reduces the use of paper and printing, thereby benefiting the environment and allowing for savings on costs.

How it works

In order to send and receive certified e-mails, you must have a certified e-mail account provided by one of theauthorised managers and normally able to be used by means of any e-mail, webmail or e-mail client service.

We therefore have three subjects: the sender, the certified e-mail manager and the addressee. The sender sends the message to the addressee, whilst the manager sends the return receipt, which has, as we were saying, legal value.

For the user, during use, a certified e-mail account does not differ from a normal e-mail account, only the presence of the return receipt differs, which is sent by the certified e-mail managers. The addressee user does not view the sender's e-mail directly, but rather an automatic message generated by the sender's e-mail manager, containing two attachments:

  • the original message of the sender with any attachments
  • an ".xml" file with the same information as the notification of sending sent to the sender (message ID, place, date and time of sending, heading data such as address of the e-mail certified/non-certified type and subject line).

  • Traceability: tracking avoids falsification or counterfeiting of messages
  • Continuity: certified e-mail is available 24 hours a day, seven days a week
  • No spam or viruses: the accounts have antivirus and antispam services to filter and protect e-mails transiting

Telecom Italia certified e-mail

Telecom Italia Trust Technologies is the Telecom Italia Group manager of the certified e-mail services that can be purchased from the Impresa Semplice website, or by contacting the local sales team. It will also shortly be possible to purchase it directly from theTelecom Italia Trust Technologies website.

The services offered differ according to the account user:individualmulti-useror for intensive, automated use.

The following offers are available:

  1. Individual: this is the account used by a single user with his own credentials, in web mail mode or using a common e-mail client (Outlook or similar). It is the perfect solution for those needing to use certified e-mail for personal reasons or fororganisations with a small number of operators(professional studios, small businesses, local entities). With the individual PEC.ONE, up to 500 messages can be sent per day, and 50 per minute.
  2. Multi-user: this is the account that enables certified e-mails to be managed by a group of authorised people. It is the perfect solution for larger organisations(medium-large enterprises, PA entities) using the account for institutional messages. With the multi-user PEC.CORPORATE, up to 500 messages can be sent per day, and 50 per minute.
  3. Application: this is the account that can be integrated using common development tools and software applications for communication interfaces, for the quick, automated management of considerable flows of certified e-mail messages. It is the ideal solution for large organisations needing to send hundreds or thousands of messages per day.

The Telecom Italia certified e-mail system also boasts a series of additional services, such as Storage in accordance with the law of the contents of certified e-mail accounts, thereby guaranteeing legal validity and preserving them intact and authentic over time.

The certified e-mail, legal storage and digital signature services offered by Telecom Italia complete the "computerisation" chain: from the signature of an electronic document through to its delivery with legal value and storage. Simple. Quick. Inexpensive.

Telecom Italia, has teamed up with TI Trust Technologies and in 2013 was awarded the CONSIP tender for certified (and ordinary) e-mail services for the public administration. This is an important result for both the Group and company which, with reference to its activities, can rely on a supply of up to 90,000 certified e-mail accounts from 2014 to 2017.
